The Los Angeles District Attorney’s Office has brought charges against Jarvis Mathias Newman, aka Marquis Perkings, a 26-year-old man for his involvement in two separate incidents in Santa Monica.

On September 12, 2021, officers from the Santa Monica Police Department (SMPD) met with a victim who reported that she had been sleeping on the 1700-1800 block of the beach a few days earlier when she was woken by a man who had her vagina touched area above her clothing. The victim screamed and the suspect walked away. The victim provided the police with a description of the suspect. She noticed that there was a noticeable gap in his front teeth.

On September 15, 2021, SMPD officers were dispatched to the Ocean and Colorado area to investigate an attack. The officers met with a victim who told them she was sleeping in her tent around 4:30 a.m. that day around the 1200 block of the beach when a man woke her up and started making small talk. At some point the male tried to shift his conversation of a sexual nature. The male then tried to grab the female around the neck and undress. The victim screamed and was able to fend off the male before he fled.

The victim of this second incident forwarded the suspect’s description to the police. SMPD operatives in the 4th and Colorado area observed a man who matched the description of the suspect, later identified as Jarvis Newman. The victim in this incident positively identified Newman as the person who attacked her. During their investigation, officers learned that Newman was an active registered sex offender. Detectives were tracking the victim in the first incident, and she also identified Newman as the man who attacked her.

On September 17, 2021, the Los Angeles District Attorney filed the

the following charges against Newman:

• 1 count – 220 (a) (1) pc attack to commit rape

• 1 count – 243.4 (e) (1) pcs – Sexual Battery
